For any new debate put into operation, we request Organizers to sign the General Conditions of Use of the platform www.cartodebat.fr. It is also requested that debate participants read and accept these conditions upon registration.
The purpose of these General Terms of Use is to define the conditions of use of the CartoDÉBAT Platform. The Editor makes the Platform available for purposes of structured online debates about land projects, public policy or issues of science and society, to facilitate collective decision-making through dialogue and the exercise of critical argumentation.

These GTUs apply, without restriction or reservation, to all services offered on the Platform. They take effect from their publication on the Platform and remain in effect until their partial or total change by the Editor. In case of modification, information on the changes will be provided to subscribers.
CartoDÉBAT respects your privacy. Personal information that you provide in completing the registration form and in your Contributions is registered in accordance with applicable laws and regulations.
In accordance with the recommendations of CNIL, Act No. 78-17 of 6 January 1978 amended in 2004 and the General Data Protection Regulation (GDPR) 2016/679 from the European Parliament and the Council of 27 April 2016, you are entitled to access, rectification or deletion of your information. When you register, you are requested to provide a name or a pseudonym that is then used to present and express yourself publicly in debates. This information is indicated at the top of your Contributions.
CartoDÉBAT asks you to indicate if you contribute individually or as “the spokesperson of a collective”. If you make a selection, you will by default be shown as "Citizen" in your Contributions. This information sheds light on the debate, contextualizing your statement and indicating where you are speaking from or if you are, for example, in a particular field of activity, if you are part of a organization, if you have public responsibilities, or are a university or high school student, or something else.
If you opt for the pseudonym, you must respect the following rules:
The e-mail address and password are used to validate the creation of an account and authenticate users of the Platform. These data are confidential and are accessible to each account holder under the heading "Settings." The e-mail address can also be used by the Organizer and the Editor for sending information related to the activity of the discussions. The conditions for sending notifications are configured in this same section.
Contributions are directly published online. The moderation is made a posteriori. Any statements constituting “advocacy of crimes against humanity, instigation to the commission of acts of terrorism or their advocacy, incitement to racial hatred, hatred toward any persons by reason of their sex, their sexual orientation, gender identity or disability, as well as child pornography, incitement to violence, including incitement to sexual and gender-based violence, as well as violations of human dignity” ( article 6-1-7 of the CENA) or any other statements of a manifestly unlawful nature are withdrawn from the forum by the moderators, placed in a "trash" section and made inaccessible to Search. Moderators do not exercise any other form of censorship nor make changes to published messages.
All Contributions are licensed under “Attribution - ShareAlike 4.0 International” (CC BY-SA 4.0).
Each Contributor participates in the debates under his or her own complete and individual responsibility. As an author, they retain an inalienable moral right of quotation on their Contributions. If you are not the author of what you publish, you must cite your sources and be able to justify any right and permission to reproduce the said content if it is not free of rights. Citing your sources means putting quoted content inside quotation marks, noting the author and source publication.
Contributors authorize the Editor and Organizer of the debate to reproduce their Contributions on any media, as well as to process participation data for analysis, synthesis and reconstructions.
Your Contributions are not voluntarily given to any other third party, either for a fee or for free. You are asked to respect the Charter for a Democratic Digital Debate Online on the Platform.
The Organizer has full responsibility for publishing content media that it provides to the Editor (texts, images, audios, videos) posted on CartoDÉBAT as a basis for discussion.
If the Organizer is not the author of what is published, they must cite their sources and be able to document any rights and permissions for the reproduction of the said content if it is not free of rights.
Any person involved in a dispute has the right of reply, in compliance with Article 6, IV, of Act No. 2004-575 of 21 June 2004 for confidence in the digital economy.
Beyond its own Charter for a Democratic Digital Debate, CartoDÉBAT is a signatory to the Charter of Public Participation established by the Ministry of Ecological Transition and Solidarity, and strives to ensure that its values and principles are well respected.
